Ministers and local politicians were convinced by industry claims that £295-395m would be well spent on easing traffic loads and boosting local businesses.
Opponents have however criticised the cost and environmental impact of the 28 mile route, which will require a £51m relocation of the International School of Aberdeen.
Work could commence on the link by 2011, providing rapid travel between towns around Aberdeen for the first time.
