The £7.3m facility will include the relocation of the existing Ashgrove Medical Practice as well as accommodation for community nursing, podiatry, physiotherapy and a dentist.
Situated adjacent to the existing Mill Centre in the town the new building will provide a one stop shop for council services; including a relocated library, customer service centre and community hall will also be provided, as will office space for Blackburn, Seafield & District Credit Union.
Leader of West Lothian Council, John McGinty, said: “I am confident that the new Blackburn Partnership Centre will play an important role in helping improve the health and well being of local residents.
“This significant investment will deliver quality modern community facilities which will encourage people to make best use of the services available. This development is an excellent example of partnership working which will bring wide ranging benefits for the local community.”
Completion of the new development, modelled on the Bathgate Partnership Centre, is penciled in for winter 2015.
